Halper quotes Matthew 4:16, "the people dwelling in darkness have seen a great light; and to them which sat in the region and shadow of death light is sprung up" which he says is a reference to Micah 7:8, "Rejoice not over me, O my enemy; when I fall, I shall rise; when I sit in darkness, the LORD will be a light to me."
He may be right, but I don't think so because Matthew was writing about Jesus going up to Galilee where John was imprisoned at which time Jesus began his preaching (Matthew 4):
14 to fulfill what was said through the prophet Isaiah: 15 “Land of Zebulun and land of Naphtali, the Way of the Sea, beyond the Jordan, Galilee of the Gentiles— 16 the people living in darkness have seen a great light; on those living in the land of the shadow of death a light has dawned.”And I don't think Mrs Obama was meaning that her husband, after his fall into darkness, will rise in the light of the Lord. I think her reference was singular, more straight forward, and far more grandiose. And Obama is continually saying he has a lot more work to do as if his ministry is only beginning. With Matthew's specific reference to the prophet Isaiah, we can read from the Bible, New International Version,
Isaiah 9Now, doesn't that fit the Obama oeuvre in a more natural way? The government is upon his shoulders; according to his acolytes, he has increased our joy, shattered the burdensome yoke of financial responsibility; the greatness of his government will not end, establishing and upholding justice and righteousness forever and ever. Amen.
1 Nevertheless, there will be no more gloom for those who were in distress. In the past he humbled the land of Zebulun and the land of Naphtali, but in the future he will honor Galilee of the nations, by the Way of the Sea, beyond the Jordan—
2 The people walking in darkness have seen a great light; on those living in the land of deep darkness a light has dawned.

6 For to us a child is born, to us a son is given, and the government will be on his shoulders. And he will be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace.
7 Of the greatness of his government and peace there will be no end. He will reign on David’s throne and over his kingdom, establishing and upholding it with justice and righteousness from that time on and forever. The zeal of the LORD Almighty will accomplish this.
