"Fully Paid for as Part of the President’s Long-Term Deficit Reduction Plan.If it's fully funded, why is the President calling on the Joint Committee to come up with more money to pay for it?
To ensure that the American Jobs Act is fully paid for, the President will call on the Joint Committee to come up with additional deficit reduction necessary to pay for the Act ..."

Even Obama supporters laughed when he said the bill would be paid for. See this.
Obama was probably seeing that night's Senate vote increasing the dept limit by another $500 mil as the was his $450 mil American Jobs Act would be fully finamced.
