California to Tax Income Tax

California is in a financial pickle and the Democrat led Legislature has been looking for any and every excuse to raise taxes and keep on spending like ...well, Liberals. And drunken Liberals at that.

Amongst the 1/4 cent sales tax hike and the $7.3 billion cut from education programs and social services (police, fire, and hospitals) meant to scare the living daylights out of the public so that paying higher taxes doesn't look so bad, is this gem -

2.5 percent Personal Income Tax Surcharge - $1.65 billion. Establishes a 2.5 percent surcharge on Personal Income Tax liabilities beginning for the 2009 tax year. This generates $150 million in the current year and $1.5 billion in the budget year.
That's right. A tax on the income tax. A dictionary will tell us that a surcharge is (1) An additional sum added to the usual amount or cost; (2) An overcharge, especially when unlawful. Democrat legislators may think they are being progressive and innovative, but, come on. Taxing the income tax! That's crazy talk!
